It is believed that when the Pandavas wanted to get rid of their sins after killing their cousins (Korvas) during the war of Mahabharata (in Kurukshetra). Therefore Lord Shri Krishna advised the Pandavas that they should take the blessings of Lord Shiva. So the Pandavas reached Varanasi to seek the blessings of Lord Shankar but Lord Shankar had left Varanasi before his arrival. And he hid in Guptkashi because Lord Shiva was angry with the Pandavas. When the Pandavas reached Guptkashi, they saw that Lord Shiva had taken the form of a bull in Kedarnath. At this place, the Pandavas worshiped Lord Shiva and received his blessings by pleasing him after that, a temple was built by the Pandavas here and the temple was named Tungnath (Tungnath means Lord of the mountains).
